Assessment of the Instructional Program

A goal of the district is to conduct an assessment of the instructional program with results of student achievement reported annually to the Lincoln Board of Education and to the residents of the district. Reporting procedures shall assure that individual test scores are kept confidential.

District Uses of Norm-Referenced Achievement Test Results

The Lincoln Public Schools will administer national norm-referenced achievement tests annually to students in grades two through ten. The scores obtained from these tests, in combination with other information, will be used for these purposes:

1. Assess individual student achievement in the basic skills.

Student scores on norm-referenced achievement tests will be communicated annually to students and their parents/guardians in ways which help them understand that these scores show the student's performance in relation to the performance of students in the national norming group.

2. Plan and schedule courses for students.

Individual student scores will be used with other information on student achievement to help students, their parents/guardians and staff make decisions about the student's educational program.

School staff will use group test results and other information about student achievement to make decisions about the courses and educational opportunities which should be made available to accommodate the unique needs of the students in their school.

3. Evaluate curriculum and instruction.

Group test results will be used to help identify the relative strengths of the curriculum and instruction provided for students. The study of trends in group test results helps staff identify areas where achievement has improved, remained stable or declined. Decisions about the effectiveness of the curriculum and its delivery will, in part, be based on the school and district results of norm-referenced achievement tests.

4. Provide information for the school board and community.

District results of the annual administration of norm-referenced achievement tests will be used to compare student achievement in Lincoln with student achievement in the national norming group; such information will be reported to the board. Trend results will be analyzed to determine what changes, if any, have occurred over time. This information with other information about the instructional program may be used to identify areas in need of additional attention and resources.

District Uses of Criterion-Referenced Assessment

The Lincoln Public Schools will conduct criterion-referenced assessment of student achievement of district-approved curriculum objectives for formal reporting purposes in writing, spelling, reading, and mathematics according to the following schedule: spelling - grade five; reading and mathematics - grades five, eight and eleven; and writing - grades five, eight, and ten. Results obtained from this assessment, in combination with other information, will be used for these purposes:

1. Parent Communication.

Student achievement results as measured by criterion-referenced assessment at grades five, eight, and ten or eleven will be communicated at these grade levels to students and their parents/guardians in ways which help them understand that these results reflect the student's performance in relation to district objectives.

2. Individual assessment.

Individual student assessment information will be used with other information to help students, their parents/guardians and staff make decisions about a student's educational program and to verify achievement or lack of achievement of district-approved objectives by that student.

3. Program assessment.

Composite results of individual criterion-referenced assessment and other information about student achievement will be used to make decisions about the effectiveness of the curriculum and its delivery to determine what changes should be made in the educational program provided by the district.

4. Communication.

Criterion-referenced student assessment results will be reported to the board of education and included in the annual report according to the following schedule: spelling - grade five; reading and mathematics - grades five, eight, and eleven; and writing - grades five, eight, and ten. This information, with other information about the instructional program, may be used to identify areas in need of additional attention and/or resources.
